Uri Residents Decry Delay In Issuance of Domicile Certificates

Uri (Baramulla), Dec 12 (GNS): Despite express directions from Lieutenant Governer-led administration, the authorities however to the utter dismay of residents are sleeping over numerous ‘Domicile Certificate’ applications in this frontier town.

A local delegation told GNS that the lackadaisical approach by the authorities has put the locals especially the student community into trouble.

A delegation member maintained that he alongside some of his family members had applied for the ‘Certificate’ some three months before through online medium, however he is yet to receive the ‘essential document’ from the office of Tehsildar concerned.

Nadeem Ahmad, a resident of Shahdara Uri said that he has applied for the ‘Certificate’ through online medium for his niece and nephew on September 22, however on each of the occasions to sought the document, I was returned with the response that the office will issue it within days. “One wonders when will that day come”, Nadeem lamented.

“On many instances the office bearers told us that Tehsildar is on leave and asked us to go for offline method instead”, he said adding that “Even as we approached the Patwari office for the required papers, we again were returned bare handed as the revenue official also has been off and on showing his unavailability at the said office.”

Another resident, part of the delegation, expressing somewhat similar grievances said that he had applied for the certificate on October 2 “but is yet to get any solid response for the delay to receive the same.”

Meanwhile when contacted Zahid Ahmad Tehsildar Boniyar, who holds the Additional charge of Uri, told GNS that they are facing hindrance in issuing online Domicile Certificates because of OTP issues.

“Our system is registered with Tehsildar Uri who is on leave and as such we are unable to process these certificates”, the official said adding that “We urge the applicants to exclusively use offline method to procure their Certificates.”

Pertinent to mention here that the Jammu and Kashmir administration led by Lieutenant Governor had on 25-08-2020 expressly through an order directed all the Tehsildars and other involved staff to issue Domicile Certificates to the Permanant Resident Certificate (PRC) holders and migrants of the Union Territory within five working days.
