Srinagar, Dec 3 (GNS): President ‘Private Paramedical Institutions Association’ has urged Lieutenant Governor led administration to revisit notification issued on August 20, 2019 under SRO-505 J&K BOPEE Act 2002 as to ‘save the sector from adverse consequences’.
The Association president Dr. Hafizullah Naik in a representation, of which a copy lies with GNS, has maintained that; “The admission process to various paramedical courses with amendments vide SRO 518 of 2019 dated 02.09.2019 and mentioning therein subject to further amendments, if any, by competent authority, was immediately implemented & it was welcomed by overall stakeholders in government and private sector wherein to bridge the gap, BOPEE could play its role with all possibilities and feasibilities. But possibilities or feasibilities remain yet to be observed in terms of the notifications issued by BOPEE for session 2020-2021, and response observed from the overall strength of candidates of the UT of Jammu & Kashmir in terms of overall intake capacity of 7908 at state level and response shown of 281 candidates for FMPHW/MMPHW courses wherein maximum candidates have been allotted to government paramedical institutions and private sector intake capacity yet remains unfilled. The same situation occurred against the BOPEE admission notification for 2021-2022 for the same course where Neither the Govt. institutions got satisfactory admissions nor the private institutions could get any admissions only to survive. A serious issue that needs immediate solution in terms of liabilities upon stakeholders those shall count especially upon private paramedical institutions for developments in infrastructure, manpower that shall have its own death otherwise ,if not utilized for the services meant for its intake capacities to run overall institutions in the private who have to pay huge amounts in terms of salary, maintenance and management of infrastructure already developed to ensure growth and productivity of students those can serve the purpose for health care sector in government or private levels.”
“The response for 10+2 courses having intake capacity of 12656 at UT level, here again, the fate shall lead to filling of government paramedical institutions while as private paramedical institutions shall have to bear the brunt by paying huge salaries, maintenance and management charges including other expenses that shall lead to disaster in the long run and shall be irreparable loss to the private sector. Sir, your kind self is aware of the fact that private stakeholders have left no stone unturned in order to assure and ensure appropriate infrastructure and teaching faculty, methodologies of recent techniques in developing IT facilities including huge investment on laboratory and other essential items in the institutions which otherwise need your immediate consideration by providing us an opportunity to fill the left over seats in the private institutions on the same analogy that has been assured to making admissions in the polytechnics against the leftover seats for the session 2020-21 and 2021-2022, at the institution level issued to Director ,SDD, J&K Srinagar by Government of Jammu & Kashmir, Skill Development Department, Civil Secretariat Srinagar (copy enclosed for ready reference)”, the representation reads.
‘it is evident from the advertisement, response of candidates applying before BOPEE and filling up of government paramedical institutions to leaving private paramedical institutions at the mercy where the intake capacity still remains as a hollow slogan to run and pay, maintain & manage, sustain and build capacities again that definitely needs your blessing of authoritative potential.’
“It is prayed to kindly intervene into the matter with all vigorous potentiality under which we have till date been able to grow in the field of private sector and sustain simultaneously, to assure us that under your dynamic leadership, we are assured and given an opportunity to fill the left-over seats on the same analogy that has been granted to Director, Skill Development Department, J&K”, the representation reads adding it is pertinent to mention here that regarding this burning issue we had a series of meetings with the authorities of Health and Medical Education Department, since the implementation of the aforesaid SRO which yielded no results though hope still exists within our conscience in view of the overall progressive vision of government of India. Recently the Additional Chief Secretary Health and Medical Education department, UT of Jammu and Kashmir chaired a meeting on 12-11-2021 at Civil Secretariat Jammu, where all the stakeholders including BOPEE, President, Vice President and Registrar of J&K Paramedical and Nursing Council, were present and no positive progressive or any innovative tendency was observed among the stakeholders through consideration of private sector request could have been taken into account otherwise on the basis of merit of the request put before the forum/stakeholders.
“As your gracious self is aware that the vision of our Hon’ble Prime Minister for Skill Development has been basic aim to assure leading youth in the field with their kit of earnings but unfortunately the vision of Leadership of Governance is not being taken into consideration by the stakeholders who otherwise define the terms and conditions when the vision of Flexibility of our Leadership at country level has been to see growth in the private sector and such misleading minds thereby prove detrimental to the Central Schemes and strategy of Leadership that appears bleeding in the absence of calibres who could at least understand the version of our request too. The strategic justifications are otherwise being sidelined when officers of credibility have even flexibility within the SRO in case of any amendment, needed at any given point”, the representation reads.
Urging the Lieutenant Governor to intervene into the matter, the President has asked that “It would be more appropriate if the private paramedical institutions would be taken out of SRO-505 under BOPEE in order to ensure that possibilities and feasibilities of infrastructure could be sustained, managed and maintained as was done previously.” (GNS)
