Srinagar, Aug 19:(GNS) Lieutenant Governor-led administration on Wednesday sanctioned the constitution of Programme Monitoring Unit (PMU), mandated to oversee and monitor the various health care services in the newly-crafted Union Territory of Jammu and Kashmir.
An official handout, of which a copy lies with GNS, reads that the Monitoring Unit shall be headed by Director Coordination, New Government Medical Colleges, Jammu and Kashmir however the overall supervision shall be maintained by Administrative Secretary, H&ME Department.
Elaborating the terms of reference (TOR) of the Programme Monitoring Unit, the handout reads that; the officers/officials posted in PMU shall report to Director Coordination for further duties, which as per the handout shall be located in the Civil Secretariat Complex (Jammu/Kashmir) as the case may be.
“It shall coordinate with Directorates of Health Services, Principal Government Medical Colleges for providing adequate medical facilities at all the health centres with special focus on Primary and Community health centres across the UT of Jammu and Kashmir. It shall also monitor the functioning of Health Care institutions especially primary, secondary and tertiary care health centres across the UT of J&K and also obtain reports of work done, shortages, if any, viz-a-viz manpower and submit the detailed report alongwith scope of improvement.”
The PMU, as per the handout, shall oversee functioning of various National Health Programmes. The monthly reports from all the concerned quarters shall be obtained and submitted to the authorities after compiling.
“It shall be the responsible for obtaining quarterly and annual reports on compliance of directions of National Green Tribunal from all HODs and its submission to State/Central Pollution Control Board in a time bound manner”, the handout reads.
“It shall extend all technical assistance with regard to the ongoing/future projects wherever required. “
“It shall coordinate with the Ministry of Health & Family Welfare, GOI, Directorates of Health Services, Principal Government Medical College for getting medical/machinery supplies especially ventilators and their installation etc.”, the handout reads.
“It shall also collect COVID19 related information like availability of logistics, equipments, ventilator supported beds etc in COVID health institution and submit report on a daily basis.”
The handout further reads that “Consequent upon constitution of Programme Monitoring Unit (PMU), the doctors posted in Health and Medical Education Department and shall work in the PMU include; Dr. Harjeet Rai, (Medical Officer), Divisional Nodal Officer, National Health Mission Jammu, and Dr. Shahid Hussain, Medical Officer, NTPHC Sidhra are transferred and posted as Officer(s) on Special Duty in Health and Medical Education Department. The salary of these doctors shall be drawn by Director Health Services, Jammu against available post(s).”
Dr. Ravinder Pal Singh, Surveillance Medical Officer, World Health Organization will work as Nodal Officer in addition to his own duties, the handout reads. (GNS)
