“Directs DM’s and CE’s for immediate finalization of District Action Plans, Tendering and allotment of remaining works”

SRINAGAR, JUNE 6: Principal Secretary Jal Shakti Department, Ashok Kumar Parmar today stressed on expeditious, optimal mobilization of resources to realize dream of piped water in every household of J&K in stipulated time frame.

He made these remarks during a meeting of Deputy Commissioners and the officials of Jal Shakti Department here at Civil Secretariat.

The meeting was attended by Mission Director Jal Jeevan Mission Dr. Syed Abid Rasheed Shah, Managing Director KPDCL Dr. Basharat Qayoom, All Deputy Commissioners of J&K, Chief Engineer Jal Shakti Kashmir, Er. Basharat Jeelani Kawoosa, Chief Engineer Jal Shakti Jammu Er. Manish Kumar Bhat, Chief Engineer I&FC Jammu, Chief Engineer I&FC Kashmir, Superintending Engineers besides representatives of Project Management Consultants (PMC), TPIA’S and Media Agency.

Principal Secretary directed for expediting the finalization of tenders/ allotment and immediate execution of civil/ electro-mechanical works like Bore-wells/ tube-wells, Over Head Tanks, Filtration Plants, Laying of pipe network etc. for their completion before onset of the winter season.

“There should be optimal coordination between Deputy Commissioners, SE’s and public representatives in finalization of District Action Plans (DAPs) within 15 days’ time”, he directed the officers.

The Chief Engineers and Superintending Engineers were directed to ensure that all the DPRs are accorded the Administrative Approval and Technical Sanctions as per the delegation of Financial powers.

He asked the Deputy Commissioners to facilitate the Jal Shakti department in obtaining timely clearances from Forest and other line departments for smooth implementation of works. For setting up of electric sub stations for lift schemes, he stressed for coordinated efforts of District Administration and the officials of PDD & Jal Shakti Department.

The meeting also discussed the creation of buffer stock of pumps/ motors to address the problem of machinery breakdown in various districts especially in far flung areas of the UT.

Regarding old and incomplete water supply schemes under different programmes, the Principal Secretary sought details from both the Chief Engineers so that further course of action is taken to complete all such schemes for the benefit of general public.

He highlighted the role of Public representatives and directed the Deputy Commissioners and the Engineers to involve them and other stakeholders in planning, implementing and monitoring of the Jal Jeevan Mission at grassroot level.  

The meeting was also informed about the meetings of Gram Panchayats/ Pani Samitis with the involvement of ASHA’s in creation of awareness among local communities in water quality, health & hygiene, water conservation, rainwater harvesting and ground water recharge.(GNS)
